Setup Player # Order Change in Control Options

I am planning to change order in setup player # option in control options, but where can I create an order change? Is it in update.c or updated.c? For instance, the default in order is from attack buttons to jump and special in a setup player # option. I want to change the order something like this:

Up Up arrow
Down Down arrow
Left Left arrow
Right Right arrow
Attack3 W
Attack1 A
Special X
Attack2 S
Jump Z
