I saw an engine on a website that is very similar to Openbor.

I did see openbor being in a version of emulatorjs (the ".com" version, not the ".org" version). Perhaps that's what you're talking about?
It's very similar to OpenBor, but its functionality seems very powerful; it's probably an enhanced version of the engine. I also saw a corresponding editor, so the system seems quite mature. I have photos of the engine and editor, but I'm not sure if I should show them here

I seriously doubt there is any such thing - you are just looking at a pretty game someone is making on OpenBOR, full stop. Quit the vague blogging and actually post your pictures.

I was genuinely surprised. I tried to contact the person who owned the post to ask what happened, but I haven't received a reply.

I remember that. It's a Chinese unofficial fork of the engine. It's (yet another) one of those cases where someone has a suggestion to add to the engine and, instead of offering it to the official team, prefers to make a fork for it.
But from what I remember, basically everything it does, the main engine also does. Including what is shown in the images.

I had a feeling this is what you were referring to. That is not a "more advanced" OpenBOR. It IS OpenBOR - and not even the latest version. The game isn't new either, we've already discussed it at length a couple of years ago. It's nothing more than an old project with extremely poor collision engineering and the engine's native debug mode turned on.

I can't emphasize enough how laughably bad these hit boxes are, and not to criticize the work, but to ensure other creators don't try to use it as a template. This kind of nonsense is just about the poster child example of what NOT to do when coding collision. You're not just wasting time and resources, you are making hit detection LESS accurate, not more.

Ye those forks exists, a friend of mine some time ago told me that a friend gave him a retro mini portable console bought on aliexpress, and he told me that it had a bunch of emulators including illegal dumps of roms, also with an old version of a kind of chinese port of OpenBOR that had all menus translated into chinese, I got curious but I wasn't able to extract the program due to being hardcoded into the device firmware.

We know about them, they're not as clever as they think they are. There are actually 150+ repository forks of OpenBOR, and about 20 other clones I am personally aware of (the one mentioned in this thread is one of those). I do keep track of these things. :)

Not a single one of them actually adds in game capabilities. Most are abandoned projects to port the engine onto some pet toaster. All of the "new features" some have bolted on are just replicates of functionality the engine already has. My personal favorite is the so called "OpenBOR Plus" by a former dev that literally just waits for us to post an update, then copies the code to his repository and claims credit for it.

Actually, this whole thread is a duplicate of a duplicate. @xyz555, this marks at least the fourth time you've brought up facets of the old Warriors of Fate project and pretended it's some kind of superior new discovery. At one point you were given a friendly warning for it by @danno.

I'm starting to think you ARE the maker, or at least associated with them and are just trying to pull a bit of deceptive back door advertisement. It's even your profile icon and cover image. I'm locking this thread to prevent more misinformation. I'll thank you to not do it again.
