I have been resizing sprites using GIMP. However I am seeking something that can resize in bulk without distorting the image and damaging the color palette.

Anyone know of something like this that they have used themselves?

AFAIK you can't batch with rotsprite. :(  GIMP should be able to do this without ruining images, make sure you are using the correct settings, sounds like you are resizing with the wrong method.

Rotsprite would be my suggestion, but to batch it Gimp might do the trick just like Photoshop.

Try to adjust the convertion setting

Thank you, Unfortunately Rotsprite crashes on my windows 8 even with compatibility settings configured. I finally figured out how to resize in multiples with Gimp. However I still have to export every frame individually to gif. I was looking for a quicker way out for sprites already existent.

you could do batch job in photoshop for resizing.
if the figure is in gif already I don't think resizing will change the palette.
Basically you record an action for changing image size by percent, then run batch job with the action recorded

I love Photoshop, but you have to be careful with this. If you use anything aside from Nearest Neighbor or leave Anti Aliasing on, it will make a holy mess out of the sprites. It's called "PHOTOshop" after all, not "Spriteshop", and all of its default settings are optimized for photos.

What can change the palette is, as DC said, the option you choose when resizing. Any method rather than Nearest Neighbor will affect the overall color count. This won't help if the image is already indexed.
