Are there any background editors that can show me how to get backgrounds for each level on the project I'm trying to work on?

normally you would design your background graphics in a paint application. What part are you having a issue with?

How do you do that?
Normally you would find a existing mod that you can use as a base. When you extract the pak file there will be a data folder in that folder a file called "levels.txt" will point to a level text file if you open that it will point to the single panel or multiple panels used to make the level. Edit these panels in a paint application to make your custom level.
