is it possible to change frame data by script for example the entity's current frame change the animation delay time or disable/enable a attackbox ?

At the moment no, those properties are not open to script. I am working on it, but have been pulled away from OpenBOR coding and it honestly might be the end of summer before I can get back to it.
You can similate both with forced frame changes and use of conditional doattack events though.
