16-bit Fighter : I think this game has more cameos and references that I don't know, so I suppose that the jury is guessed for now. You can see briefly the civilian (with a different palette) here:

I thought that alien jury was from Alien Syndrome. One of the bosses has green human head on it.

That's one of many endings from Chrono Trigger. One of them is Akira Toriyama.
 
I don't have all the references made from the team Shinobi in Alien Storm but I'm still curious about all the characters origin in this game.

That dialogue is hilarious  ;D.

But the one that really caught my attention is the Konami characters who are blatantly shown there. It's no surprise since Snatcher (game's name) was made by Konami.
