Ringing makes the lines a bit sharper but im careful so ringing is not a problem, gaussian blur is disastrous for pixel art.

It depends, if used correctly and in the right places (for example in background may happen to have anything to do with texture not clean, it could be broken walls and rocks, with diffuse texture variations are not perfectly linear).

Applied in the right levels, the filter can make it more "sweet" the set of texture in a background, making it more uniform and continuous, or it can be used to give a pseudo sense of depth to the scene.

the left picture are normal,  the right picture are uniform in pixel aspect.

An example of a game in pixel art with blur effect,  is Braid.

yeah there is blur over everything with gaussian and i can see it but with bicubic it looks a bit different, i resize straight from hi res to 30% or if i want sharper lines then i resize to 90% or 95% and then i resize to 30% because resizing twice (to 90 and 30) creates ringing which creates artificial sharpness thanks to ringing but ringing itself is not that visible if at all.
This is resolution i render to, but its a bit bigger than original graphics to avoid too much bluriness when scaled down.

and looks a bit crappy when you see all the movement closer but when i resize it to sprite size then it looks much better.
Ahh even that arrow isnt right on the spot but its not visible on small version

That looked nice but the question is why i never seen that filter in any software? I would of remember the name and i would try it for sure.
Today i started to sketch this guy and im making him into character, maybe animate tomorrow.

No, he will be main character along with bear, when he hits people then smiley is happy or ^-^ and when he doesnt then hes sad, its malfunctioned kinda robot, id like to do some stuff that feel weird.Wanted to display windows blue screen of death on his display when he dies but i dont know ;D
Its gimp and only with pencil, then i import each hand and body part into stickman to animate
Yes id like to make a game where you arent crimefighter and protector, totally opposite.
 
Black head is best IMO, it's balanced with its bright torso. Helmet or anything it wears should be bright however.

You should start with unclear story so player's aren't inserted in good vs evil story.
 
yeah each character would have his own story, malfunctioned robot and bear that wants to be friends with people and tries to catch them and hug but kills them accidentally without knowing he does bad things

yeah but the one you quoted had bad antenna animation, i forgot to delay it a bit to get natural motion :)i updated post with fixed one, its weird how such tiny detail changes whole anim

I think if its tooooooo smoth then it also starts to give away that its cutout animation, shouldnt be so fluid i think

It's really too bad that this is based off of licensed work. Could have been an original mod worth selling!
